Firstly for becoming eligible for Youtube partnership program you need to have at least 1000 subscribers and 4000 hours of watch time on your channel so that you can be accepted in Youtube partnership program.
If you successfully meet these conditions then go to Youtube dashboard and under channel select Status and features you will find an Enable Monetization card.
