Blogger service is provided by Google and is totally free. All you have to do is Login to blogger with your Google account, choose a nice name and theme and you are ready to publish a post. No plugins required. No complicated settings. Publish a post daily and you are good to go.
Wordpress, on the other hand, requires setting up all the plugins and other some of the complicated blog related settings. It also requires a premium theme and SEO related settings. After doing all of that complicated set up you can start publishing posts. Again you have to back up the site regularly so that in cases of emergency or errors you can get going from the site back up.
